Having lived in Mexico City I know that the 16 demarcaciones territoriales of the city have little impact on the ground to the average person. Some city services are managed within the demarcaciones territoriales (effectively municipalities) and they can be a way to indicate generally where to find something, but we don't have enough material to summarize to justify individual delegaciones portals. There are 2,448 equivalent third level government units in Mexico and we don't need a portal for them all. There is nothing especially notable about this one - it seems to have been picked randomly from the 16 delegations (the English name) list.
It also violates Wikipedia:Portal#Portal_guidelines a page the creator of this portal extensively edited. "Please bear in mind that portals should be about broad subject areas, which are likely to attract large numbers of interested readers and portal maintainers."Legacypac (talk) 20:07, 2 March 2019 (UTC)
