The result of the discussion was speedy deleted by User:RHaworth per WP:G11. North America1000 06:47, 13 May 2016 (UTC)
Please note the very strange disclaimer in the edit summary by the submitting paid editor: "I am getting paid by a third party to submit this article as-is to Wikipedia." This implies a lack of willingness to try to improve the draft. If the paid editor's client is wiling to address the notability issues, then I will withdraw this nomination (although it doesn't mean that I will accept the article).
