Officially registered as "The Hong Kong Army Cadets Association Limited", the establishment of the army cadet was inaugurated on 18 January 2015.[1] Regina Tong, wife of Chief Executive CY Leung, was named as head of the association; the honorary patrons are CY Leung himself, director of PRC Liaison Office Zhang Xiaoming, People's Liberation Army Garrison commander Tan Benhong.[2] Its board is chaired by Chan Chung-bun, who also presides over the Hong Kong Commission on Youth.[3] The association is seeking to recruit children and youth over the age of six, aims to "promote civic awareness, a sense of responsibility and rights as Chinese citizens, and personal qualities such as perseverance, self-discipline and leadership among youngsters", according to China Daily. It also aims to "promote harmonious relationships".[4][2]

Inauguration controversy

The group held its inauguration ceremony on 18 January 2015 at the PLA base in Stonecutters Island amidst heavy media management. Only a handful of establishment-friendly media were invited to cover the event; other media that was excluded were thus forced to rely on official copy. However, investigative reporters were able to find insiders willing to divulge details of the organisation of the ceremony.[5]
