"Used as a folly"?

The lede states "Wainman's Pinnacle, originally built as a folly (and still used as a folly)..." (emphasis added) It is the very lack of usefulness that makes something a folly, so how something can be "used as a folly" is mystifying. Perhaps the parenthetical section should be deleted.
