Reports not available openly?

The three links to primary sources on this page are to something called "Hathi Trust Digital Library". This 'library' acknowledges that Google digitised the documents, and then requires the reader to be a member of one of a couple of dozen educational institutions in order to be able to download the reports or access more than one page at a time! This article fails to provide any evidence that this report actually exists. I can not find a copy of this report anywhere. I can only conclude that somebody created this article as a hoax, therefore I recommend that it be deleted unless somebody can verify the report's existence.
