Mukesh Kumar Meshram (born 26 July 1967) is an officer of the Indian Administrative Service (IAS).

He is currently the Principal Secretary for the Tourism & Culture Department, the Govt. of U.P + DG, and the Tourism and Religious Affairs Department Govt. of Uttar Pradesh.[1][2]

Mukesh Kumar is a B-Arch graduate from the Maulana Azad National Institute of Technology, Bhopal, and has also completed M-Arch (Post-Graduate) from the Indian Institute of Technology, Roorkee, he also pursued the Master of Public Administration (MPA) from the University of Birmingham.

Early life and education

Mukesh Kumar hails from Balaghat, Madhya Pradesh, India. He later completed his education from his hometown.

After completing his education, he got his degree in Bachelor of Architecture from the Maulana Azad National Institute of Technology, after, he completed his master's degree of the Master of Architecture from the Indian Institute of Technology, Roorkee, he joined the All India Civil Services Examination (AICSE) in 1995 and was selected for the Indian Administrative Services (IAS).

Later during his administrative career, he also pursued a master's degree in Master of Public Administration from the University of Birmingham, U.K .

Career

Prior to his civil services career Mukesh worked as Junior Architect for the Hospital Services Consultancy Corporation Limited in New Delhi in 1991. After, he worked as a lecturer in the Architecture department at Maulana Azad National Institute of Technology from 1992 to 1995.

He later was selected for the Indian Administrative Service in 1995. Mukesh Kumar Meshram has served various positions at different capacities. He was a Jt. Magistrate of Udham Singh Nagar from February 10, 1998, to October 10, 1998, which was his first posting as a civil servant. He also served as the District magistrate of many districts in Uttar Pradesh region, including Azamgarh, Banda, Unnao, Mau, Meerut, Agra and Kanpur.[3][4][5][6][7]

His first posting as District Magistrate was for the district Azamgarh, from August 5, 2002, to February 10, 2003). He also served as the Special Secretary to the Govt. of U.P from an appointment, he also was the Special Secretary for the PWD Department .[3]

He was also the MD, for the Uttar Pradesh State Road Transport Corporation (U.P.S.R.T.C) in Lucknow, from July 10, 2013, to July 14, 2015, during his tenure in U.P.S.R.T.C he took many initiatives.[8][2] He also served as the Divisional Commissioner of Lucknow.[9][10]

Initiatives

While serving as MD, for UPSRTC, he took many initiatives including implementing the Intelligent Transportation Management System (ITMS), the basic component of this IT initiative was Electronic Ticketing i.e. electronic ticketing system in all the buses of UPSRTC, where bus conductors started providing electronic tickets to passengers. Also, he took the initiative to implement the Vehicle Tracking System (VTS) by the installation of GPS-enabled vehicle tracking system in all the buses. Other major reforms by him in UPSRTC included Online Ticketing and the 'Yatri Mitra' plan.[8]

In his current posting as the Principal Secretary of Tourism and Culture, he has taken many initiatives to promote tourism and develop tourism infrastructure while empowering rural communities.

He has made sure that the Directorate of Tourism will focus on identifying and addressing infrastructure gaps in selected villages. He initiated a program to give short-term training programs to beneficiaries such as tourist guides, homestay owners and self-help groups on Social Media Management and content creation.[11][12][13][14][15]
