Summary

Description
English: A 25th Infantry Division headquarters journal records at 10 p.m. ("2200") on July 26, 1950, that Maj. Gen. William B. Kean, division commander, has decided civilians in the war zone should be "considered as unfriendly and shot." On this day, the large-scale killing of South Korean refugees began at No Gun Ri, at the hands of the neighboring 1st Cavalry Division. The existence of this and many similar documents showing a policy and practice of indiscriminate civilian killings was not disclosed in the Pentagon's 2001 No Gun Ri investigative report.
