Summary

Description
English: A memo from Col. Turner C. Rogers, U.S. Fifth Air Force deputy for operations and intelligence, notes in paragraphs 3-4 that Air Force planes are strafing refugees approaching U.S. positions, complying with an Army request. The memo was written on July 25, 1950, one day before the mass killing of South Korean refugees at No Gun Ri began with such an air attack. The Pentagon's 2001 No Gun Ri investigative report omitted the crucial paragraph 4 from its description of this memo. There is no evidence Col. Rogers' recommendation was followed.
